Any safe room under contract or installed before the receipt of an official award packet does not qualify for a rebate. is funded by a grant provided by the Federal Emergency Management Agency (FEMA) through the Texas Division of Emergency Management (TDEM). This is a rebate program designed to help homeowners and developers in our region offset the cost of installing above or below ground safe rooms that meet the standards set by FEMA. The counties of Collin, Dallas, Denton, Erath, Ellis, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell, Tarrant, and Wise qualify for this program. This rebate covers half the cost of the construction or installation of an individual safe room, up to a reimbursement cap of $3,000. NOTICE It is with great sadness that we must announce that the has retired as of December 2020. It has been a pleasure to serve the region with this program, but our agency is no longer able to feasibly administer the program. We are unaware of other rebate programs in the North Central Texas area; however, there may be safe room financing options available at local hardware stores, like Home Depot. We sincerely apologize for this retirement announcement, we hope that you continue to focus on emergency preparedness. + Frequently Asked Questions Can I install a safe room before getting into the program and then receive a rebate when I get into the program? The is not retroactive. Any safe room under contract or installed before the receipt of an official program award packet from NCTCOG does not qualify for a rebate. How many rebates does each county receive? The number of rebates available is based on program funding and can change throughout the year. How do I change my email? Email nctsaferoom@nctcog.org to update the email we have on file for you. Even after we update your email, you will continue to use the original email you signed up with to check your waitlist rank. All program communication is email based, so it is very important that we have a current email address to ensure you receive vital updates and communication. Why did my waitlist number change? NCTCOG waitlist registrations are date and time stamped and registrants are placed on the waitlist in chronological order by county; first come, first served by county. Waitlist rankings may change due to opt outs, deletion of duplicate applications, and data verification processes. Why can’t I log into the website? You will not be able to create a password or log into the website until you have been moved from the waitlist and into the program. You will need to use the email address you used when registering for the waitlist. + Program Update Waitlist registrations are date and time stamped. Registrants are placed on the waitlist in chronological order by county; first come, first served by county. Signing up for the waitlist does not guarantee that you will receive a rebate. + Roll Out Schedule Eligible waitlisted applicants will be notified of the opportunity to submit documentation for acceptance into the program as funding allows. + Program Overview A homeowner, builder, or developer can be reimbursed for half the cost of the construction or installation of an individual safe room in an existing or planned home, up to a reimbursement cap of $3,000. Types of eligible safe rooms include: below ground, above ground, indoors, and outdoors. This program is not retroactive. Any safe room under contract or installed before the receipt of an official award packet does not qualify for a rebate. Applicant must be accepted into the program and sent an award packet before installing a safe room to be eligible for a rebate. Eligible Applicants: Owner occupants of single-family homes, builders, and developers. Builders and developers are capped at 3 safe rooms each and will not qualify for rebate funds until all citizens on the waitlist have been given an opportunity to participate in the program. Owners must be living, building, or developing within an eligible county. Owners of manufactured homes must own the structure and land. Owner occupants of multi-family dwellings such as condominiums or townhomes are limited to occupants on the ground floor. Reimbursable/Allowable Expenses: Reimbursable/Allowable expenses: building permits, delivery, installation, and safe room structure. Non-reimbursable/Non-allowable expenses: lights, electrical outlets, repair of damage done during installation of safe room, landscaping, safe room add-ons (emergency supplies, etc.), and credit card or banking fees. Reimbursement: This is a rebate program. Applicants pay for the total cost of their safe room out-of-pocket. The average cost of a safe room is $3,000 - $6,000. Applicant will receive direct reimbursement from NCTCOG unless they choose to have NCTCOG directly reimburse their installer. Reimbursement will occur approximately 8-12 months after the applicant has submitted all required final documentation. Be living or developing in one of the sixteen counties in the NCTCOG region. Eligible counties include: Collin, Dallas, Denton, Erath, Ellis, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell, Tarrant, and Wise. Own a single-family home. Builders and developers may also apply. Owners of manufactured homes must own structure and land. Cannot be renting. Name must be listed on the proof of homeownership. Allow a review from the State Historical Preservation Office for any home 45 years old or older. Share their Taxpayer Identification Number (Social Security number) with NCTCOG for use in internal financial processing procedures. Agree to allow a final inspection of the installed safe room by a local government official. Allow NCTCOG to share the GPS coordinates of their safe room with first responders in their jurisdiction.
